The ethics of procedures

Someone in my team, who I manage, has made inappropriate advances towards me.

Following company procedure, I informed my team leader first, who advised that in their opinion HR are unlikely to do anything about it, so I didn’t report it. I don’t feel comfortable with this, but my team leader, who is responsible for my own career advancement, made it clear that I should just carry on.

But a few weeks later I needed to conduct a performance assessment on that team member and felt so uncomfortable with the decision I had made that I was unable to go through with the performance review.

What should I do?
